The Seven Mountains EMS Council is an independent non-profit -501(c)(3) – organization, contracted with the Pennsylvania Department of Health, to coordinate the Emergency Medical Services (EMS) programs within a nine county area of Central Pennsylvania. The region encompasses the counties of Centre, Clinton, Columbia, Juniata, Mifflin, Montour, Northumberland, Snyder and Union.
Seven Mountains acts as the liaison between the Pennsylvania Department of Health and the regional EMS Providers on issues such as training, ambulance licensure, receiving facility accreditation, medical command authorization, treatment and transfer protocols, mass casualty preparation and coordination, quality improvement, public education and information, data collection, and complaint investigation. Council carries out these day-to-day activities with a staff of 5 – Executive Director, Office Manager, EMS Education Coordinator, EMS Licensure Coordinator, and EMS Program Specialist.

The Regional Medical Director, who advises council on all medical issues, is Dr. Randi J. McLeod, MD
David G. Ray M.Ed., licensed Psychologist, is the coordinator for the Seven Mountains/Susquehanna Critical Incident Stress Management (CISM) team.
