The Seven Mountains EMS Council is a key component of the emergency medical services system in Central Pennsylvania, serving as a vital link between local EMS agencies and the Pennsylvania Department of Health (DOH).
Serving Central Pennsylvania Since 1975
Formally incorporated in December 1974 and officially recognized by the Pennsylvania Department of Health in March 1975, the Council is one of the designated organizations in the Commonwealth contracted to operate as a Regional EMS Council.

We are committed to coordinating and developing a unified regional EMS system across a nine-county region, ensuring consistency and high standards of care across every community we serve.

Our Core Mission
As an independent non-profit corporation and the DOH’s regional agent, our primary functions include:
- Coordination & Development: Leading the effort to coordinate and improve the regional emergency medical services system.
- Training & Education: Providing essential training for emergency medical personnel to maintain skill and certification.
- Compliance: Assisting local agencies in meeting the requirements of the Pennsylvania EMS Systems Act (Act 37) and DOH regulations.
- System Oversight: Coordinating critical activities such as patient care reporting, mass casualty incident (MCI) planning, preparedness efforts (like EMS Strike Teams), and the licensure of agencies and vehicles.
